Millennium Goal and child mortality

Only four years remain to achieve Millennium  Development Goal 4 (MDG 4) which calls for reducing the under-five mortality rate by two thirds between 1990 and 2015. Since 1990, the under-five mortality rate has dropped 35 per cent, with every developing region seeing at least a 30 per cent reduction.

However, at the global level progress is behind schedule, and the target is at risk of being missed by 2015. The global under-five mortality rate needs to be halved from 57 deaths per 1,000 live births to 29—that implies an average rate of reduction of 13.5 per cent a year, much higher than the 2.2 per cent a year achieved between 1990 and 2010.

The United Nations Inter-agency Group for Child Mortality Estimation (IGME) updates child mortality estimates annually for monitoring progress. This report presents the IGME’s latest estimates of under-five, infant and neonatal mortality and assesses progress towards MDG 4 at the country, regional and global level.

The number of under-five deaths worldwide has declined from more than 12 million in 1990 to 7.6 million in 2010. Nearly 21,000 children under five died every day in 2010—about 12,000 fewer a day than in 1990.

Despite substantial progress in reducing under-five deaths, children from rural and poorer households remain disproportionately affected. Analyses based on data from household surveys for a subset of countries indicate that children in rural areas are about 1.7 times as likely to die before their fifth birthday as those in urban areas and that children from the poorest 20 per cent of households are nearly twice as likely to die before their fifth birthday as children in the richest 20 per cent of households.

Postpone exams

(1)

Dear Editor,

This is a request to the concerned authority of Department of Education, Arunachal Pradesh to kindly reconsider the schedule of written exam for Senior Teachers as there are lot of Unemployed Arunachali students busy preparing for the upcoming APPSCCE- 2011 scheduled on 25/09/2011 & DSO/RO exam scheduled on 8/10/2011 to 9/10/2011. In fact, most of the Economics & Mathematics background students would not be able to simultaneously prepare for all the exams.

I firmly believe that the authority concerned will look into our requests who are equally worried about the future of all the aspiring candidates and the unemployment situation in our State.

Yours

An aspirant,

(on email)

(2)

Dear Editor,

I would like to request the Director of Secondary Education to postpone the schedule date for the written examination for the post of Senior Teacher for various subjects. As the date fixed by the concerned authority is quite hectic because on 25/09/2011 the prestigious preliminary Test for Combined competitive exam is scheduled to be held. Then after a gap of 12 days i.e on 8/10/2011& 9/10/2011, APPSC has fixed the date for the written test for DSO/RO.

Therefore, I once again request the concerned authority of Department of Education to reconsider the date fixed for the written test for the post of Senior Teacher so that all the unemployed eligible Arunachali are given a  chance to appear in all the interviews.

Yours

An Aspiring Candidate,

When we will have to stand in Ganga Market

Dear Editor,

Unemployment engineering graduates are booming in the state so much so that a day is not far away when we will have to stand in Ganga Market as daily wage labourers at rate below the actual labours or you may hear an engineer shouting "bathroom 200 rs", "road 350"......  with their drafters, t-scale and drawing sheets. Don't be surprised as this day is nearer than we actually think.

Unsurprisingly the big question is why? A state which is way behind the main stream India in terms of infrastructure and basic requirements and numerous projects on hand, doesn't require engineers only because of mismanagement by authorities of almost all the departments. For instance, departments like police housing are endorsed with Rs 30 crore or more every year for infrastructural development. Guess how many engineers are deployed by them to carry out such big works? Only few 3-4 J.Es, very few A.Es and just one E.E, that too without a superintending engineer. Same is the case with Tourism, Education and sports department where government pour huge amounts for development but either the project become too slow or never actually get started at all because of lack of skilled engineers.

This is clear violation of Human resource and C.P.W.D guidelines. Also, the lesser deployment of engineers increases the workload which in turn reduces both his intellectual as well as physical ability which finally results in retarded growth and development.

Therefore, I request the  Chief Minister to instruct all departmental heads to follow the guidelines and create necessary number of posts so that development at required rates can be achieved and also unemployment can be reduced. After all any failure by them will be credited to the Chief Minister and his government.

Yours,

Unemployed

Please update the website

Dear Editor,

I would like to know about the use of official website of the APPSC, which is not updated. Although there is an official website of APPSC, which is outdated, we have to depend on Arunachal Times, for any information – advertisement, date of exam., postponement of exams, etc. Result of selected list in any exams are uploaded many days after that has been published in the local dailies,. Very interestingly, as per their website report on organisation of APPSC Staff, there is no Computer Operator or Expert in the Commission’s office. I wondered why website has been created if there is no expert and if it is not to be updated. In other PSC one can apply online, have access online admit card, but it doesnot with our Commission. For Admit card/Hall Ticket one has to depend on the Indian Postal Service. In case of misplacement in the Post Office, God knows what will happen to the aspirant.

This is what I exactly experienced this time, as I didn’t get my admit card and I have to spare two days in Commission’s office in order to get Duplicate Admit Card. Thank God! I can come to Commission’s office for Duplicate Admit Card, but what about those aspirants who reside in far flung areas? I hope the APPSC will certainly look into this.

Yours,

Aspirant,  (on email)

An appeal

Dear Editor,

It is to bring before the notice of Government, legislators, Panchayat Leaders, NGOs, Students unions of Changlang District that the Govt Hr Sec School Nampong, Miao, Bordumsa, Jairampur etc. are running without regular Senior teacher in Chemistry, Mathematics, History, English etc. for the last two years. The vacancy caused are either due to selection of some Senior Teacher to the Post of Lecturer in State Institution of Education Itanagar or on account of Retirement on superannuation from service. As a result, the classes of such subject cannot be conducted as Junior Teacher despite having required subject in MA/M Sc, are reluctant to take up classes in Class XI and XII.

There is no ST(Chemistry) at Govt Hr Sec School Nampong since last year after retirement O P Gaur and there is no ST(History/English) at newly up graded GHSS Jairampur while there is no ST(Maths) at GHSS Miao followed by GHSS Bordumsa etc, Not only this, there is no Gazetted Head Master at Govt Sec School Manmao, Namtok, Gidding, Yanman, Ponthai etc. since last 2(two) years as all those HMs of said schools left above school on promotion to higher status and no Reliever have been posted to these places till date.

Consequently, the ultimate Sufferer are Students as Senior most JTs are looking after all these schools as I/C HM which have limited power to command upon colleagues, students as general tendencies prevail that we are of same status.

Hence, I appeal the responsible persons is to post required Staff these Schools as we cannot produce good academic result without proper subject teacher.

I have seen and experienced the negligence of all categories toward Educational Institutions and its Infrastructural Development after serving my tenure as Vice Principal at GHSS Miao, Head Master at Govt Sec School Manmao and at present as Principal GHSS Nampong for the last five years. Posting of required teachers will be the only way to improve academic performance in the district.

Yours,

Tomi Doke Lendo

Principal

Govt Hr Sec School, Nampoong
